Pactos is a Munich-based software vendor for managing the external workforce centrally. Founded in 2023 by Antonio Zill and Philipp Eckert, the company brings client companies and staffing providers together on an AI-supported platform that covers the whole process – from the staffing request and the tender through assignment management and time tracking to compliance and billing. The solution is GDPR-compliant, certified to ISO 27001 and hosted exclusively in the EU.

Its customers include large enterprises such as Volvo and Vaillant as well as staffing providers such as Manpower and Talent Spring. Pactos operates throughout the DACH region.

In July 2025, Matthias Voigt joined the company as Chief Technology Officer. In September 2025, Pactos closed a pre-seed financing round of €2.7 million led by High-Tech Gründerfonds (HTGF); in April 2026 the first founding account executive position was filled.
