Munich, 10 September 2025 — Pactos, provider of an AI-supported system for managing the external workforce, has closed a pre-seed financing round of €2.7 million. The round is led by High-Tech Gründerfonds (HTGF), joined by well-known angel investors from industry and the startup scene.
Managing external workers is complex and time-consuming for companies and carries substantial compliance risks. Pactos maps the whole process on one shared platform – from the staffing request with its approval workflow through distribution to staffing providers and AI-supported CV parsing to time tracking and billing. Compliance deadlines such as the maximum assignment period under the AÜG, equal pay or expiring work permits are monitored automatically.

Alongside lead investor High-Tech Gründerfonds, Dr Sebastian Dettmers (CEO of StepStone), Jens Bender (HR Angels Club), Alexander Schwörer (PERI Group), Robin Haak (Robin Capital) and Franzi Majer (Superangels) are taking part in the round.

How the capital will be used
The fresh capital goes into new AI functionality, growing the team in the German-speaking region and further B2B growth. Pactos customers include Swissport, KNUTH and Unique Personal. Founded in 2023 by Antonio Zill and Philipp Eckert and based in Munich, the company develops its platform consistently on its own code base.
