ManpowerGroup manages its external workforce with Pactos digitally and efficiently

The starting point

Today, companies expect more than the provision of temporary workers. They want to manage their entire external workforce transparently: staff leasing, service contracts and freelancers, across all sites and suppliers.

ManpowerGroup Germany answers this with Manpower Workforce Solutions (MWS): workforce delivery, governance, supplier management and reporting all in one place. Technology is the enabler. Which platform is used depends on the customer's requirements and system landscape. For this, ManpowerGroup works with selected technology partners in a VMS Partner Ecosystem. Pactos is one of them and has already proven itself in customer projects.

How important technology is became clear with the mandate of a well-known car manufacturer. Demonstrating the planned digital workforce management in concrete terms during the pitch was an important part of the solution concept. With Pactos, ManpowerGroup showed live how staffing requests, co-suppliers and AI-supported analyses come together on one platform.

Why Pactos

In the joint projects, Pactos stands out above all where speed, flexibility, ease of use and AI are needed. Three points stand out.

1. AI right in the process

   Paco, the Pactos AI assistant, is built into every module: it extracts data from CVs, checks invoice items and answers questions about assignments, costs and status. Many more features are in development. This lets ManpowerGroup show its customers in the solution design what AI concretely delivers in managing an external workforce.

2. Requirements live in weeks

   ManpowerGroup and Pactos assess requirements from customer projects together. Whatever makes sense goes live in weeks, depending on scope, instead of in long release cycles. Pactos implements some process adjustments on the same day. Dedicated contacts and short paths up to management make this possible.

3. Usable without lengthy training

   The customer's business units, project managers and co-suppliers work in the system without lengthy training. That matters, because a VMS is only as good as its actual use by everyone involved.

The solution

Manpower Workforce Solutions with Pactos as the platform: ManpowerGroup is responsible for workforce delivery, operational management, supplier management and governance. In these projects, Pactos provides the platform for this. Per project, this includes:

• Managing staffing requests centrally: The customer's staffing requests arrive in Vendor Intelligence and go to ManpowerGroup and the project's co-suppliers.
• Involving co-suppliers fairly: Everyone receives requests at the same time, and every response is traceable.
• AI in the process: Paco extracts, checks and suggests; the decision stays with the people responsible for the project.
• Reconciling hours and invoices: Time tracking and invoice verification run on one data basis per project.
• Transparency for the customer: The end customer sees costs, staffing status and supplier performance in its own reports.
• Modular by project: Each project uses exactly the modules the customer needs.

First results

The first joint projects are already running. The very first weeks show how fast and stable the platform is in practice.

Fast technical setup. In the projects so far, the platform was set up in some cases in under a week: sites, co-suppliers, cost centers and approval paths, with minimal IT effort for the customer.

Stable from day one. In the projects with ManpowerGroup, there has not been a single critical error since go-live. Some reported errors were fixed within a day.

Positive user experience. Business units, project management and co-suppliers work in the system without lengthy onboarding. Feedback from the projects is consistently positive.

Less back-and-forth. Requests, profiles and confirmations run through one platform instead of email and Excel. Follow-up questions and coordination loops drop significantly.

ManpowerGroup continues to develop Manpower Workforce Solutions as a flexible model for managing an external workforce. Within the VMS Partner Ecosystem, ManpowerGroup works with selected technology partners. Pactos supports suitable customer projects with its platform and AI-supported features. As a talent expert since 1965, ManpowerGroup brings its knowledge of people, markets and staffing needs; as the technology partner, Pactos brings the platform and the AI behind it.

Whatever proves itself in the joint projects and whatever customers newly ask for goes straight into development: new features for Paco, leaner processes for co-suppliers and reports that give customers an even better overview.

Both share the same goal: managing an external workforce should become digital, transparent and fair for everyone involved, with AI right in the process and decisions left to the people responsible for the project.
