  • Makes offers and hourly rates comparable.
  • The result is usually a framework agreement with fixed terms.
  • Tender Intelligence is a supported service, not an open marketplace.

Definition and classification

A Tender is the structured procedure with which a company awards staffing services to suitable providers. Requirements, terms and assessment criteria are defined in advance, so that offers become objectively comparable.

Unlike a spontaneous inquiry to individual providers, a tender creates transparency and competition – and documents the award traceably.

How does a tender work?

Typically there are four steps: define the requirements and criteria, invite suitable Staffing provider , compare offers against a consistent grid, and document the award. After that the terms are usually recorded in a framework agreement through which individual requirements are called off. Offers only become comparable if Hourly rates and the scope of service are defined identically.

Frequently asked questions

Is a tender the same as a staffing marketplace?

No. A marketplace brokers openly; a tender is a targeted, supported award procedure. Tender Intelligence supports the tender rather than running an open marketplace.

Does staff leasing have to be tendered publicly?

For the private sector there is no obligation. Public sector clients, by contrast, are subject to procurement law and have to follow the corresponding procedures.

How many providers should you invite?

Enough to create real competition, but not so many that the evaluation becomes unmanageable – in practice often a handful of suitable providers.
