Staffing request: definition and process

The staffing request is the starting point of every external assignment. This entry explains what it contains, how it triggers approval and awarding, and why structure is decisive.

Key facts
  • The starting point of every external assignment.
  • Captures the role, qualification, period and cost center.
  • Triggers the approval and awarding process.
  • The basis for tracking, analysis and invoice verification.

Definition and classification

A staffing request (also called a personnel requisition) is the structured request for external personnel. A department captures the role, qualification, period and Cost center; the request then passes through the Approval workflow and is distributed to suitable providers.

The staffing request is thus the link between the department, procurement and the providers – and the first step of a traceable chain that runs through to the invoice.

Why does a structured staffing request matter?

If requirements are reported informally by email or phone, information gets lost and the awarding becomes opaque. A structured request with fixed fields and – ideally – job templates ensures that every requirement is complete, approved and comparable. In a VMS it is distributed straight to suitable providers and stays traceable through to the invoice.

Frequently asked questions

Who may trigger a staffing request?

As a rule the requesting department. The approval workflow ensures the requirement is approved before it is awarded.

What is the difference between a staffing request and an order?

The staffing request describes the requirement and starts the approval; the order (ordering) is the binding engagement that follows.

How do job templates help with the staffing request?

Predefined templates with the role, qualification and terms speed up capture and produce consistent, complete requests.
