Definition and classification

A Collective agreement for staff leasing is an industry-wide agreement that governs pay, working time and other conditions for temporary workers in binding form. There are two industry-wide agreements for staff leasing in Germany.

On the employers' side the associations united in the GVP (the German Staffing Association) negotiate – the former associations BAP and iGZ merged into the GVP in 2023. On the employees' side the DGB unions negotiate.

Why do collective agreements matter in staff leasing?

They form the basis for the industry minimum wage and the Industry supplements and govern, among other things, the maximum assignment period, equal treatment and equal pay. Only through a collective agreement are time-limited departures from Equal Pay permitted.

Frequently asked questions

What became of iGZ and BAP?

The two large employers' associations in staff leasing merged in 2023 into the GVP (the German Staffing Association).

Does every staffing company have to be bound by a collective agreement?

Not necessarily, but without being bound by one the statutory rules (such as equal pay from day one) apply more strictly; that is why most staffing providers apply an industry agreement.
