Since November 2024 a new minimum wage has applied to temporary workers. The uniform wage floor strengthens social fairness, prevents wage dumping and creates fairer conditions in the sector.
The new minimum wages
Since 1 November 2024, the sixth ordinance on the wage floor in staff leasing has set binding minimum hourly wages. The rates rise in stages:
| Period | Minimum wage (gross/hour) |
|---|---|
| 1 Nov 2024 – 28 Feb 2025 | 14,00 € |
| 1 March 2025 – 30 Sep 2025 | 14,53 € |
The rule addresses the frequently criticized lower pay of temporary workers compared with regular employees. It is limited to 30 September 2025 at first and is being evaluated during that time.
Who the ordinance covers
The ordinance applies to all workers employed by staffing companies in Germany – and equally to employees of foreign companies posted to Germany. That secures the same minimum standards and avoids distortions of competition.
When the wage is due
The pay has to be made at the latest on the 15th banking day of the following month. For hours beyond the regular monthly working time, collective agreement rules can apply, for example on working time accounts.
Conclusion
The new wage floor is an important step: it creates transparent conditions and regulates competition. Companies have to adapt their billing and employment models – in the long run the measure is meant to bring more stability to staff leasing.
